Proposed Regular Meeting Minutes
September 4, 2007
Meeting was called to order at 7:30p.m. with the pledge to the flag. Members Bob Cook, Bob Steele, Mike Mocniak, Stacy Phillips, and Eleanor Kilmer present.
Minutes from the August 6, 2007 meeting were motioned for approval by Steele and seconded by Mocniak. Motion carried minutes were approved.
Ambulance Report: Glenn Fox reported that their meeting was on August 28, with all members present, but Ron Gromak. The August 12th minutes were approved along with all the financial reports. The next meeting will be on the 9th of October. The August financial report is as follows: income of $8,849.56, expenses of $15,672.87 and on hand is $76,623.53.
Zoning Board: Doug Graham commented that there was nothing new to report, but their next meeting was on the 15th of October. At this meeting their plan is to organize the planning commission and elect the necessary officers. There is still one opening on the planning commission if anyone is interested contact the clerks’ office for an application at 989-683-2282.
Zoning Administrator: Bob Cook reported that he was busy this last month with phone calls and issuance of 6 permits and 1 land verification. He also commented about the demolition of the mobile home on Mayville Rd., and he has two land divisions out but has not heard anything yet.
Cemetery: There was not any burials for the month, but Eleanor has met with different people to answer some questions.
Trustees: Mike Mocniak informed the residents and board that there is about 5-6 more hours needed to scrap the paint on the hall before it will be ready to paint. If anyone is interested in helping out just simply go to the hall and start scraping the paint. We would like to get that painted before late fall.
Public Comment: Jim Bondy started off with asking questions in regard to the comments made last month about the previous supervisor and the BOR (Board of Review). There is no legal issues with our previous supervisor or the job that he had performed as assessor.
Supervisor: Bob Cook started off with commenting on the fact that we need a resolution passed in order for the Township to collect money from the Kingston Fire bills. Mocniak motioned that we pass the resolution as follows: the resident (whom had to use the fire service) shall pay a fee for each run call answered by the Department as; $800.00 for the first hour or fraction thereof and $200.00 each additional hour or fraction thereof during which the fire Department and/or its equipment will remain on scene. This money which will be payable to Dayton Township. This motion was seconded by Steele and the motion was carried. Roll call vote to follow: Steele – Yes, Mocniak – Yes, Kilmer – Yes, Phillips – Yes, and Cook – Yes. This resolution was then passed.
Bob Cook then had discussed the roads that will be getting worked on the roads that are in the process of being resurfaced. He informed the residents that the crushed rock for Lee Hill Rd. will be a few weeks before it will be applied. The roads that the Township has paid half of the bills for will not be started until the following year when the weather is good. These roads are Snover Rd., Harmon Lake Rd., and Hunt Rd.
Bob has also talked to Michelle at the Tuscola County Road Commission about Byington Rd., and she had told Bob that she was waiting for the engineer to get back with her. They were working on where and how they were going to position the cull de sac.
Treasurers Report: Eleanor reported that there was an income of $20,861.00 mostly due to revenue sharing, and an expense of $17,150.21. There is $3,447.86 in the checking, $158,091.67 in the money market and a total on hand of $465,633.38.
Taxes are due on the 14th of September and if received after that time then they will have to pay a penalty of 1%.
Clerks Report: Stacy reported that there are invoices to be paid in the amount of $38,880.19 check #5125 thru #5143. The total of these invoices are mostly due to the Road Commission bill and wages. Steele motioned that we pay these said invoices and Mocniak seconded. Motion carried bills will be paid.
New Business: A resident (Gary Feldhus) who lives near the intersection of English Rd. and Shay Lake Rd. wanted to propose to the Township that they look at this intersection and may possibly decide to scarp this hill down to make the visibility better, and safer for the surrounding residents. Bob Cook mentioned that he did agree with Gary and that he would check into this matter.
Mike Mocniak would like to see something in the tax bills to direct people to whom they need to call if and when they have any questions or issues in the Township. Stacy and Eleanor commented that it has been done in the past, but he wanted to bring a prototype of a letter at next months meeting, to insert in the taxes again. The Township does have a web page with all of this information posted on it. It can be accessed at www.daytontwptuscola.org for anyone who needs it.
Meeting was then adjourned at 8:25p.m. motioned by Steele and seconded by Mocniak.
