Meeting was called to order at 7:30 p.m. with the pledge to the flag. Members Bob Cook, Stacy Phillips, Eleanor Kilmer, Bob Steele and Mike Mocniak were present.
Minutes from the September 2, 2008 minutes were motioned for approval by Steele and seconded by Mocniak. Motion carried minutes are approved.
PUBLIC COMMENT: There was no public comment at this time.
COUNTY COMMISSIONER: Don Mclane was present to give a brief report at the county level. He highlighted some points such as the county budget which is under pressure due to the amount of prisoners that have to be housed in other jails because Tuscola County jail is full. Also, the amount of state revenue sharing will increase for the county from $19,000 to $85,000.
AMBULANCE: Glenn Fox did not have anything to report at this time. There next meeting would be in two weeks, and the new ambulance has been put into service.
PLANNING COMMISSION: Doug Graham reported that the next meeting will be on the 20th of October with a public hearing at 7:00 p.m. to amend the mobile home roof pitch to 2 ½ : 12. The regular meeting will then take place at 7:30 p.m.
ZONING ADMINISTRATOR: There were 2 permits issued for the month and 1 land division Bob reported.
CEMETERY: There was 1 burial last month at the Dayton Center Cemetery. Some of the bushes have been taken care of, but some trees are still in need of being removed. The trees and bushes have been damaging the headstones.
TRUSTEES: Mike Mocniak has successfully removed and replaced all the windows in the hall. The windows and panes have been saved.
TUSCOLA COUNTY ROAD COMMISSION: Jay Tuckey was present to give the residents a brief explanation of what was happening with Snover Rd. and to answer any questions that they might have. He had commented that all the work being done is what the Township has requested, that they only do what the Township makes an agreement with them over. He stated that there was a miscommunication with one of the workers whom was approaching the residents prior to the start of the work. He continually stated that the TCRC only does what the Townships request.
There were questions about how much work they will get down before the winter and their goal is to get as much work done with the money paid and the weather permits. They are trying to make the roads passable for the winter. The project will then be continued in the spring.
REPUBLIC WASTE: Jennie Main presented the Township with a proposal from Republic Waste garbage collection, and gave a report of this company and whom they service. Their cost of garbage collection for the Township would save around $3,000 a year, but they could not guarantee a Monday pick up day. This would pose a problem for the residents who live around the lakes and are only here on the weekend.
Stacy commented that she would call Waste Management and see if they could give us a counter bid at a comparable rate.
SUPERVISOR: At this time Bob had called on the numerous political candidates that were present. They are as follows:
· Tom Kern – Democratic for County Commissioner
· Lee Teschendorf – Republican for Tuscola County Sheriff
· Tim Adams – Democratic for Tuscola County Sheriff
· Don Mclane – Republican for County Commissioner
All of these candidates were then permitted to present the board and floor with a report of themselves and what they plan to do with their positions if they should be elected.
TREASURER: There was an income of $844.27 which $200.00 of this has to be refunded to a resident. An expense of $183,311.94 which of this, $100,000.00 was transferred into a new CD at Mayville State Bank. There is a total of $7,037.35 in checking, $125,361.39 in money market, $314,093.85 in CD’s and $446,492.59 on hand.
CLERK: Invoices to be paid in the amount of $29,755.46 check #5450 - #5468, Steele motioned to pay these said invoices, seconded by Mocniak. Motion carried.
There was also a letter from AT&T Metro Act Right of Way permit extension that was signed by Bob Cook. The TCRC also approved our request for Stop signs.
NEW BUSINESS: Rick Seidler requested the Township to continue on with his service for snow removal at the same price as the previous three years. Steele motioned that we continue to allow Seidler to plow the snow at the same price as the previous years, seconded by Mocniak. Motion carried.
At this time there was a brief discussion about the addition for the Township Hall which will include a restroom and storage room. Mocniak motioned that we give Bob Cook permission to obtain a demolish permit and a perk test, seconded by Steele. Motion carried Bob will get the permit and test.
Bob Steele at this time wanted to comment about Jay Tuckey’s remark, “that the TCRC only does what the Townships request.” Bob Steele and Bob Cook both stated that generally does not happen. The TCRC usually does what they need to, not always what the Township request.
Garbage Collection decision/discussion was tabled for next month.
