Proposed Regular Meeting Minutes
November 1, 2010
Meeting was called to order at 7:30 p.m. with the pledge to the flag. Members Bob Cook, Stacy Phillips, Eleanor Kilmer, and Bob Steele were present. Mike Mocniak was absent for this meeting.

Minutes from the October 4, 2010 meeting were motioned for approval by Steele and seconded by Kilmer. Motion carried with 4 yes.

Public Comment: Ralph Mock asked about the building in Shay Lake (old Cybs establishment), and he wanted to know what the intentions were of the new owner. Bob commented that he would like to make it a senior living. Ralph also had some concerns about a home on Harmon Lake Rd. that were foreclosed and sitting empty. Bob also had a blight complaint about the home on Murray Rd. that he had previously stopped in on and talked to the owner. He will check on both of these homes again.

County Commissioner: Tom Kern was present and commented briefly about the incident at the Court House, right now with the judges and there feud. There is not much that the County Commissioners can do with this situation, but he did say that it was making it very difficult to work at the court house right now with the stress of this matter. Bob questioned if the voting public could possibly do anything about the situation and Tom had stated no not at this point. Both of the judges are reaching their term limits and will be done with their positions in two years.

Ambulance: Glenn Fox was present to give his report; their annual meeting was on the 14th of October, and their regular meeting took place after the adjournment of the annual meeting. All members were present and they approved the minutes and financial statements. There meetings are held on the second Tuesday of every other month at 7:00p.m. They recently repaired the bathroom floor and purchased new furniture for the lounge area.
On December 11th they will have a special meeting with a Doctor that will meet with all the EMT’s and MFR’s to have a question and answer session. September financial report is as follows: $52,896.00 in checking, $11,854.00 in expenses, $62,304.00 owed on building. There were 38 runs for the month and 306YTD.

Planning Commission: They had their meeting on the 18th of October, at which time they went through 5 more chapters of the zoning ordinances, but did not make any other changes. They also discussed wind energy, but they do not have any information to go on yet. Mike Mocniak was present to give them some information and a web site that might possibly help them. They will be looking into some information such as setbacks and height requirements, but this will be a lengthy process. There next meeting is on the 20th of December.

Zoning Administrator: There were 4 permits issued for the month, but one of these was for the Shay Lake Association, and it being a non-profit there was not a fee charged. Bob at this time commented about the article in the Advertiser, in regards to the Township’s Blight Ordinance, and the gentleman that called about it. This gentleman has never come to a Township meeting to voice his concerns about the blight ordinance or any problems he has had. Bob stated that if he would come to a meeting or call him and let him know that he could take care of the problem.

Cemetery: There were two burials this month, and Eleanor has also sold some lots. She has had numerous calls about families looking for their descendants. The burials were Irene Downs in Dayton Center Cemetery and Janette Holbrook in St. Agatha Cemetery..

Supervisor: There will be another tire collection at Almer Township on the 6th of November from 9-1. Bob also commented about another article in the Advertiser in regards to the Flood Insurance and Flood Maps. At this time the township does not have any current maps to show where the flood zones are. This is a matter that we will have to contact FEMA and get some answers to where our maps supposedly are.

Treasurer: There were expenses of $16,494.32, income of $22,238.00, with an amount in the checking of $30001.67, $39,247.34 in money market, and a face value of $221,269.69 of CD’s, and a total on hand of $290,518.70.
There are still some summer taxes coming in and the winter of 2011 will soon be mailed out.

Clerk: There are invoices to pay in the amount of $43,394.47 check #6049 - #6065, with a motion made by Steele, and seconded by Kilmer to pay these said invoices. Motion carried with 4 yes.
Stacy then commented that she has mailed out 151 AV ballots, with 3 of theses spoiled.

With no other discussion the meeting was motioned for adjournment by Steele at 8:20 p.m.
