Proposed Regular Meeting Minutes
December 7, 2009
Meeting was called to order at 7:30 p.m. with the pledge to the flag. Members Bob Cook, Stacy Phillips, Eleanor Kilmer, Bob Steele, and Mike Mocniak were present.

Minutes from the November 2, 2009 meeting were motioned for approval by Steele and seconded by Mocniak. Motions carried minutes were approved.

Public Comment: Jim Bondy commented on the web site and that it was doing well. There has been numerous hits (people looking at it).

County Commissioner: Tom Kern was present to give the residents and the board an overview on some of the meetings. He had stated that it was important for the Township to participate in the flood plain meeting, and sign up for the insurance, that it would benefit the township in the long run if any of our lakes should flood.
They will have to lay off 4-6 employees of the county in order to satisfy the budget. There has been a cut of around $40,000 for County Commissioners insurance, and they have also cut the County Road Commissioners insurance as well. The will increase the County Road Commissioners board from 3 to 5 members. Then they will alternate their membership so that they do not expire at the same time. The average wage of the road commissioners is around $6,000 a year, and the county commissioners is around $9,000 a year with mileage and some paid per diem.

Ambulance Report: Glenn Fox reported they had their annual meeting on the 27th of October at which time they elected officers and approved the minutes from the October 14, 2008 annual meeting. The board officers have remained the same from the previous year. The meetings are the second Tuesday at 7:00 p.m. of every other month.
There are two volunteers that will be going to Marlette for a class to become EMT’s from MFR’s and to increase their training. They have also purchased new coats with the Arlene Western Trust monies.
They have had 302 calls YTD with 287 of those billed. The Christmas party for the volunteers will be the 12th and they are still looking for more interested individuals, to join the Ambulance.

Planning Commission: Doug Graham was present and had commented that their next meeting is on the 21st of December, at which time they will be going over the budget for the next year. They also will start looking over some information about wind energy and what the Township would have to do for the zoning rules and regulations for this.

Zoning Administrator: Bob had issued one permit for the month for a pole barn at Dale Gilmores.

Cemetery: Eleanor had sold some spaces, ordered a foundation and had some calls.

Trustees: Mike Mocniak had received some new information about abandoned cemetery lots/spaces and what the procedure would be in order to reclaim them. The Michigan Act 46, had given him some information and had stated that we would have to publish it in the newspaper and on the web site for a certain amount of time, and also notify any owners that might be on record. If there is no response, then you go to the Circuit Court to have them reclaimed or abandoned. Mike also suggests that we purchase the Cemetery Management Book from the MTA which Stacy will order. Mike motioned to purchase the book seconded by Steele. Motion carried.

Supervisor: No report at this time.

Treasurer: There was a CD cashed for $50,000 that was deposited in the money market with interest incurred at $12,110.40 that was deposited as well. There was income of $13,023.11, expenses of $13,562.91, with $3,455.41 in checking, $73,143.31 in money market, $214,093.85 face value of CD’s, and a total on hand of $290,692.60. Taxes will be due by the 1st of March

Clerk: There are invoices checks #5775-#5795 in the amount of $15,569.30 to be paid, at which time Steele motioned to pay these said invoices, seconded by Mocniak. Motion carried.
Stacy then had mentioned the meeting on the 16th of December at the Tuscola County Technology Center at 1:30 p.m. to 3:30 p.m. for officials and at 4:30 p.m. to 6:30 p.m. for the public, to go over the National Flood Insurance and the Tuscola County Flood Insurance Rate Maps.
She also mentioned that in February there will be a recall election for the Mayville School District.

Unfinished Business: Bob had received the Blight Ordinance back from the law office with the updated penalty and enforcement page. The lawyer had rewritten this page to satisfy the courts if it should ever go through the court system. The public hearing has been scheduled for January 11th at 7:00 p.m. at the Township Hall. The ad will be in the Advertiser on the 23rd of December.

Meeting was motioned for adjournment at 8:45 p.m. by Steele and seconded by Mocniak.
