Proposed Regular Meeting Minutes
September 2, 2008

Meeting was called to order at 7:30 p.m. with the pledge to the flag. Members Bob Cook, Stacy Phillips, Eleanor Kilmer, Bob Steele, and Mike Mocniak were all present.

Minutes from the August 7, 2008 meeting were motioned for approval by Mocniak and seconded by Steele. Motion carried minutes were approved.

COUNTY COMMISSIONER: Don Mclane was present and thanked the residents for voting on the 5th of August to help pass all the renewal mill ages for the county.

AMBULANCE: Glenn Fox reported that there meeting was called to order by Ron Gromak at 7:00 p.m. with all members present at which time they approved the June minutes and the June/July financial reports. The new ambulance will arrive in October and they are trying to sell the old one as well. They had a Safety Awareness review from the Insurance Company and everything went well. There was a football contract made with the school for this upcoming year, which involves the ambulance being parked at the field during games. The parking lot is going to be resealed yet this year. In July they had $21,599.00 in service calls billed and $11,083.00 in expenses.

PLANNING COMMISSION: Doug Graham reported that they met on the 18th of August, and there was only a few things for discussion. There is a need for one more person on the blight ordinance committee/taskforce. There was nothing new to report in regards to the campground on M-46. . A workshop is planned for the 8th of September at 7:30 p.m. to determine an ordinance for the pitch size of mobile homes. The public hearing will be on the 20th of October at 7:00 p.m. for this ordinance, with the regular meeting to follow at 7:30 p.m.

ZONING ADMINISTRATOR: There was 1 addition and 1 garage permit issued for the month and a few phone calls, but nothing new to discuss.

CEMETERY: There was one burial at West Dayton, and Eleanor had talked to Ron to see about getting some of the trees cleaned up so that the root systems and branches stop knocking down or ruining the head stones.

TRUSTEE: Mike had a quote from Lapeer Window and Awning for the replacement of the six large windows on the sides of the hall at a cost of$1807.86 with extra expenses for screws and caulk estimated at $120.00. Mike then would donate his time to replace these windows.

PUBLIC COMMENT: Jennie Main from Republic Waste Services was present and wanted to provide the Township with some knowledge of their company and to possibly give the board a proposal.

Doug Graham also had a comment about a foreman from the Road Commission that approached him the other day about the trees in his front yard and how they were going' to have to be removed before the road work gets started. Doug was told at the road commission public hearing that certain areas of road frontage that was landscaped would not be disturbed. He (Doug) was also told, by this foreman, that Snover Rd. was going to be black topped, which is not the agreement that the Township had signed with the Road Commission. It was strictly for ditches, culverts, and resurfacing of this road. The residents of this road want the township and road commission to know that they are not happy with the way they are being approached by the foreman's, in regards to their landscaping, and the job that is going to be performed on this road.
Gary Harmon then asked why Lee Hill Rd. was not cleared out and ditches made for this road. Bob Cook explained that was not the agreement made with the road commission for Lee Hill Rd., but he was going to meet with Kappan's and would get some clearing done on the road.
Carol Harmon commented that the next road in line to be black topped is Phelps Lake Rd. and then Mayville Rd.

Jim Bondy wanted to mention the web page and how many people have looked at it. He wanted to know if the board wanted anything changed or added and everyone voiced that they are happy with the way it looks.

SUPERVISOR: Bob reported in regards to a situation that had occurred with a resident John Ball whom lives on Treasurer Rd. John was approached by the road commission about the fence that he installed, and that this fence was on the right of way. John had attended the Planning Commission meeting and asked at that time if there were any zoning regulations for fences and setbacks. He was told at that time that the Township does not have any, but he is on the right of way of the county road. Bob is trying to help him with this matter.
The next issue on hand was the yield signs at Snover Rd. I Treasurer Rd. and English Rd. I Mayville Rd. and the hazard of not having stop signs at these intersections. It was also mentioned that there should also be four stop ahead signs in place as well, two at each intersection. At this time Steele motioned that we should replace these yield signs at Snover Rd. and English Rd. with stop signs along with the four stop ahead signs, seconded by Mocniak. Motion carried a letter will be drafted, and Bob will take it to the road commission meeting.

TREASURER: Eleanor had gone to Lisa Stephens at Mayville State Bank and had her research a way to have the entire Township money covered under the FDIC. The solution was to have other board members names on the CD's and we could keep all the money at Mayville State Bank, and have it all insured. Mocniak motioned to authorize Eleanor to re-title our CD's with other names in order to have full insurance coverage on all our certificate of deposits, seconded by Phillips. Motion carried Eleanor will go back to the bank and speak with Lisa to get these items changed. Taxes have to be in by the 15th of September to avoid penalties.

There is an income of $29,172.92 mostly due to revenue sharing, expenses of$19,613.76, $109,830.67 in the checking because of the CD that matured, and $205,035.74 in the' money market. A balance of$214,093.85 in CD's and a total on hand of$528,960.26.

CLERK: There are invoices to be paid in the amount of $80,401.20 with check #5417 5444 mostly due to the road commission bill, garbage and wages. Steele motioned to pay these said invoices and Mocniak seconded. Motion carried bills will be paid.
There is a meeting of the Tuscola Chapter of the MTA September 18th at 7:00 p.m. at Juniata Township located at M-81 and Ringle Rd.
The official results of the August 5th Primary where then read as follows: Robert Cook 118, Robert Adams 105, Stacy Phillips 122, Eleanor Kilmer 125, Robert Steele 124, and Mike Mocniak 100 votes received.

NEW B US/NESS: At this time Steele motioned to replace the windows in the Township Hall at a price of$1807.86 and extra expenses estimated at $120.00, with the windows corning from Lapeer Window and Awning, and Mike donating his time to replace these windows. Eleanor seconded this motion. Motion carried Mike will be taking care of these windows.
Mike then motioned to request a bid from Republic Waste for our road side garbage collection, seconded by Steele. Motion carried she will have something ready for our next months board meeting.

Steele then motioned for adjournment at 8:45, seconded by Mocniak.
