DAYTON TOWNSHIP
Proposed Regular Meeting Minutes
September 7, 2010

Meeting was called to order at 7:30 p.m. with the pledge to the flag. Members Bob Cook, Stacy Phillips, Eleanor Kilmer, Bob Steele and Mike Mocniak were present.

Minutes from the August 2, 2010 meeting were motioned for approval by Mocniak,

seconded by Steele. Motion carried with 5 yes.

Public Comment: None at this time.

County Commissioner: Tom Kern was not present, but had a phone conversation with Bob during the week and had reported that the Tuscola County Commissioners will be meeting at Dayton Township Hall on the last Tuesday of the month of November. Tom will fill the board in on the specifics at a later date.

Planning Commission: They met on the 16th of August at which time they went through the remaining chapters through 9 and have made their corrections, and they will be going through chapters 10 – 15 at the next couple of meetings. They need to discuss wind energy and update the ordinances to reflect this also. Doug had also gone to a seminar about growing locally and harvesting as such, and at this meeting they had pointed out that hopefully the zoning ordinances state something in regards to signs and permitting them on the roadside for area vegetable stands. The planning commission meets again on the 18th of October at 7:30 p.m.

Zoning Administrator: 1 permit for a pole barn and 3 land divisions were issued for the month.

Blight Enforcement Officer: Bob had been through the Shay Lake area on Friday and Sunday and all appears to be going good. He is also working with some residents in the Cat Lake area and they are getting things cleaned up also. There have been more residents helping with the clean up process which has been very beneficial.

Supervisor: Bob informed the board and residents that the tire collection was a great success. Every resident was very appreciative for the Township hosting this event. It is very possible that this will happen another year.
Bob also mention again that the release from DTE for the money owing was received by Stacy and was signed and will be mailed back to collect the money that they owe the Township.

Cemetery: There was one burial of cremains and two foundations poured.

Trustees: Mike had mentioned some articles of interest in the MTA publication.

Treasurer: Income of $21,906.75 mostly due to revenue sharing, and cemetery lots sold. Expenses of $28,127.72 due to roads, garbage, wages and the election. There is a balance of $10,400.57 in the checking, $74,234.77 in the money market, $221,269.69 face value of CD’s, with a total on hand of $305,908.03. Residents have until the 14th of September before penalty and interest is applied to the taxes. Clerk: There are invoices to be paid check #6000-6030 in the amount of $20,158.27; it was then motioned by Steele, seconded by Mocniak to approve these said invoices. Motion carried with 5 yes. Stacy then read over the correspondents that had arrived through out the month. New Business: With no new business on the agenda Rick Seidler had brought to the board that he would like to apply for the Zoning Board of Appeals as an alternate. Stacy informed him that she would mail him an application and we could go from there. Bob stated that this has not been a discussion with the board as of yet. Rick also at this time told the board that he would still be interested in the snow removal for the hall. With no objections from the board Steele motioned that we would continue with Rick’s service at the same rate as previous years, seconded by Mocniak. Motion carried with 5 yes. Bob then had mentioned that the hall and fence in front of the cemetery will be getting new paint before winter. With no other discussion the meeting was motioned for adjournment at 8:15 p.m. by Mocniak and seconded by Steele.
