Proposed Regular Meeting Minutes
July 6, 2009

Meeting was called to order at 7:30 p.m., with the pledge to the flag. Members Bob Cook, Stacy Phillips, Eleanor Kilmer, and Mike Mocniak were all present. Trustee Bob Steele was absent.
Minutes from the June 1, 2009 meeting were motioned for approval by Mocniak and seconded by Kilmer. Motion carried.

Public Comment: Richard Horsch started this segment with comments and remarks about the random audit that was performed by the State of Michigan Tax Commission and the results of this audit. The results of the first test performed in 2007 were 103 out of 200, which was the reason that the reappraisal was performed. The test was three parts which the first was the BOR and their job performance; the second was Dale Wood and his ability to get the forms into the State on time, and finally the parcel cards, which are the cards that are on the tax roll with the properties descriptions and assessments. With all these parts of the test, listed in order, the Township received; scores 39 out of 40, 24 out of 32, and 0 out of 60. .
The Township then had a follow-up review, after the reappraisal, and we received 192 out of 200. The results of the follow-up review are at the clerks’ office. .
Bob Cook also made comments about this whole procedure and he also had stated that this audit was not the results of Dale Woods’s job as assessor, but was from years of Dayton Township not being up to standards with the State. Bob did remark that Dale Wood will meet with the BOR at the March meetings and will have to show that he has done the 20% of his assessing that is required by his contract with the Township.

James Satchel had comments about his disapproval of Bob Steele remaining on both the Township and Bank boards.

Rick also had mentioned that he was given some forms, from a Mayville Museum rep., for all veterans to fill out along with some pictures of themselves in their military gear and a present date photo for the museum to display.

County Commissioner: Tom Kern was present with some comments about the County budget and how the economy has impacted the money that the county will see in upcoming years. They have a financial meeting planned for July 7 to discuss this matter. Tom also remarked about the Mosquito Abatement and the numerous complaints that they have had about the spraying and the Director. The Board of Commissioners has decided to give the Director a year before they decide what to do.

Ambulance: Glenn Fox reported that they met on the 9th of June, with one member absent from Fremont Township, at which time they approved the minutes from May and the financial reports from April and May. They will be pushing for more volunteers for the ambulance, and they purchased the cot. The money for the cot was from the Arlene Western Trust. The old ambulance rig is up for sale at the ambulance base and they are looking into putting it on Ebay also.

Their finances for May are: $21,600 in savings, $8,600 in expenses, $88,472 owing on mortgage. They have had 32 runs for May with a total YTD of 125. Glenn then had presented the residents and board with the amount charged for each ambulance run (depending on the incident), which is on file with the clerk.

Planning Commission: No report at this time.

Zoning Administrator: Bob had issued three permits for the month. He also commented that the Zoning Board of Appeals had made a unanimous decision to accept Randy Sommerfields variance. Cemetery: There was one foundation paid for.

Blight Committee: Rick reported that they would like to put a news release in the Advertiser letting residents know that they are preparing a blight ordinance and welcome them to attend their meetings. He also stated that they are progressing well.

Supervisor: Nothing else reported, but what was previously discussed.

Treasurer: There is an income of $21,896.73 mostly due to revenue sharing and fire runs, an expense of $16,708.29 due to garbage, wages, etc. There is $6,379.62 in the checking and $117,394.54 in the money market, and $264,093.85 in CD’s. The total on hand is $387,868.01. .
The summer 2009 taxes are already coming in.

Clerk: There are invoices to be paid check #5679-5699 in the amount of $15,205.76 at which time Kilmer motioned to pay these said invoices, seconded by Mocniak. Motion carried invoices will be paid. Stacy then read the letter from Burnham and Flower in regards to the amount of liability coverage the Township has had and if we want to increase this. It was discussed and the Township will remain the same of 3,000,000 liability coverage, Stacy will sign the invoice and get it along with the check to Eleanor to mail back.

With no other discussion, Phillips motioned for adjournment, seconded by Mocniak at 8:50 p.m.
