DAYTON TOWNSHIP
Proposed Regular Meeting Minutes
July 5, 2011

Meeting was called to order at 7:30 p.m. with the pledge to the flag. Members Bob Cook, Stacy Phillips, Eleanor Kilmer, Bob Steele and Mike Mocniak were all present. Minutes from June 6, 2011 were motioned for approval by Mocniak and seconded by Steele. Motion carried with 5 yes.

Public Comment: Richard Horsch commented that he was very happy with the mosquito abatement this year. They are answering calls in a timely manner and are consistently keeping up with the standing water testing.
Doug Graham asked when the gravel would be put on Snover Rd. and when they would be mowing the road sides. Bob had commented that both of these should be taking place soon.

Ambulance: Glenn Fox was present for his report; they had their meeting on the 14th of June at which time they approved the minutes from April and both financial reports for April and May.
They received a “Thank You” from the Sunflower Festival for their contribution, and at their meeting they reviewed the training requirements for the volunteers. All the Townships have paid their ambulance fees as well. They owe on the mortgage $48,521 and there were 58 runs for the month with a YTD total of 214.

Planning Commission: Doug Graham reported that their meeting was on the 20th of June and they have completed all the articles of the zoning book. They are discussing the medical marijuana distribution centers and wind energy. They had two different ordinances for medical marijuana that they have looked over, and will be working on one for the Township to present to the lawyer with in the next few months.

Zoning Administrator: One permit issued for a grain shed at Gilmores.

Blight Enforcement Officer: Bob reported that he has sent out some violations and has made progress with some of them already. He also will be issuing a demolition permit for Mike Urban whom recently purchased property near his home that he will be cleaning up. He also commented that he has some phone calls about other blight issues.

Cemetery: No burials and nothing to report.

Trustee: Mike had commented that he had a question in regards to residents putting signs on the telephone poles. The Township does not have any ordinance in regards to this issue.

Supervisor: Bob commented on Koyltons tire collection. He also informed residents that the Board of Review will meet on July 19th at 9:00 a.m.

Treasurer: Income of $24,461.02 due to revenue sharing, and a fire run collected. Expenses of $74,483.48 due to an invoice from the road commission, garbage, wages and such. There are totals of $8,294.45 in checking, $129,993.59 in money market, $221,269.69 face value of CD’s, with a total on hand of $359,557.73.
The summer taxes have been mailed, and Eleanor is in the process of working with her new program.

Clerk: There are invoices to pay with the AUTO EFT, and check #6219 - #6241 in the amount of $36,300.30 due to the fire contract fee for Kingston, garbage, wages etc., at which time Mocniak motioned to pay these invoices seconded by Steele. Motion carried with 5 yes.
Stacy then went over an upcoming seminar and a letter from the MTA – PAC asking for a contribution.

New Business: The board went over the letter received from the County Commissioners in regards to the county passing an ORV ordinance or if the Townships wanted to do it and then try to enforce it. The letter also included two ordinances one from Sanilac County and Huron County. The County Commissioners wanted to know what the Townships input would be by July 26th. Stacy will respond to the email that the Township board would like the County to pass an ORV ordinance.

With no other discussion there was a motion for adjournment at 8:25 p.m.
