DAYTON TOWNSHIP
Proposed Regular Meeting Minutes
June 2, 2008
Meeting was called to order at 7:30 p.m. with the pledge to the flag. Members Bob Cook, Stacy Phillips, Eleanor Kilmer, Bob Steele and Mike Mocniak
were present.
Minutes from the May 5, 2008 meeting were motioned for approval by Steele and seconded by Mocniak. Motion carried minutes were approved.
COUNTY COMMISSIONER: Don Mclane was present to give a report and take any questions. He did comment that the rail trail that was being worked
on will not be pursued, through Wells Township and a couple other Townships. 
AMBULANCE REPORT: Glenn Fox commented that they had their meeting on the 13th of May and the Auditor was present to give the Audit report.
They did not have a chance to approve the previous minutes, but they did approve the financial reports. The Ambulance Base is also a recipient of
the Arlene Western Estate and they will be getting $60,000 of which they are planning to replace the Ambulance and get some computers. They have also
decided to not keep the old ambulance rig if they get a new one. It is not any cheaper to fix the old ambulance rig then to replace it.
PLANNING COMMISSION: Doug Graham gave their report: their meeting is on the 16th of June at 7:30p.m., and the campground for Shawn Hughes is
on the agenda for this night. He also commented that the workshop in Frankenmuth was very informative.
ZONING ADMINISTRATOR: There were two permits issued for the month. Bob also reported about a resident named Resnick, who brought in a home
on Plain Rd., and at this time Bob is trying to determine if this home is in compliance with the zoning ordinances or not. He (Bob) has had numerous calls
and complaints that this home is not within the zoning ordinances. So, he is trying to get some paperwork on this property to see if it is grandfathered in or not.
The township lawyer will be called to advice Bob on this issue.
CEMETERY: There are no burials for the month. A resident had mentioned about possibly contacting Elroy Gilmore about his property across the Road
from the West Dayton Cemetery to use for expanded the cemetery. The board recommended calling the Fritz family again, then contacting Elroy Gilmore.
TRUSTEE: Bob Steele commented about the meeting in Frankenmuth, and he thought that it was very good. Mike Mocniak also talked again about the hall
and the work that needs to be done on the exterior, and we may possibly have to hire it out. There was not a decision made at this time.
GUEST SPEAKER: Our agent (Larry Clever) from Burnham and Flower was present to give us a report. Larry also had lots of information about what is
covered and who is covered, and the amounts that we are eligible for. Our policy is an occurrence based policy no matter when the incident had happened
it is covered. He also answered some questions.
GUEST SPEAKER: Bob Mantey a candidate running for Drain Commissioner (on the Democratic ticket) was present to speak with the residents and to give
a brief biography. He has a bachelor of Science degree in Engineering, and he and his brother own the Mantey seed business in Caro/Fairgrove area.
He had given lots of information about himself and the knowledge that he possesses in regards to the size of bridges and culverts with the flow of water
and how it all works together.
PUBLIC COMMENT: Rick Seidler had asked about the bridge on Shay Lake and what was going on with it. Bob had stated that he was told it was still
on the list to be repaired, but it would be a while that are other bridges on the list before this one.
SUPERVISOR: Great Lakes Mapping is done with their work and all the maps are complete. Landmark Appraisal are still working, but they have 320 parcels
done and they did find some parcels in the Shay Lake area were not correct on the maps.
The public hearing, at the Road Commission office, for Snover Rd. went well, but there was only a couple residents there. The estimated bill to have this
work done is quite large, but they have not given the Township its portion that will be due yet.
Bob had also talked with Al Ruggles, and the Board of Road Commissioners about Shay Lake Rd. at English Rd. and what work needed to be done to make
this intersection safer. The two (Bob and Al) decided that with the two townships they could split the cost to have this area taken care of.
At the workshop in Frankenmuth Bob had learned that the township needs another resident to sit on the Zoning Board of Appeals, if anyone is interested
please contact the clerk at 989-683-2282. He also, had said that it was a very good workshop.
Bob also commented on the campground for Shawn Hughes, and that Rowe Engineering had contacted him about some information that they had to send
the Township. The expiration date of six months was coming close, and Rowe Engineering wanted to inform the Township Boards that Hughes was working
on his campground plans that he would be presenting to the Planning Commission Board.
TREASURER: Income of $39,659.10 mostly due to delinquent taxes coming in. Expenses of $19,268.82 mostly due to garbage bill and wages. There is
$6,808.01 in the checking and $268,844.34 in the money market with $314,093.85 in CD’s there is $589,746.20 on hand.
The date that the Summer 08’ taxes are due is September 16th.
CLERK: There are invoices to be paid check #5336-5360 in the amount of $54,229.25 due from the Village of Mayville fire contract and the bills from the
Great Lakes Mapping and Landmark Appraisal, plus the garbage, utilities and wages.
Stacy also commented that the audit had been performed and that she thought it had gone well. She and Eleanor are both called during this time by the
accountants to answer many questions.
At this time Lehn King, CPA was available to give a report about the audit that they performed and the amounts of money that the Township had and used up
to the present fiscal year. If any resident has questions about this audit they can contact the clerk’s office.
OLD BUSINESS: Trustee Mocniak and the Clerk both had checked into the Mayville Museum sponsorship and if the Township is allowed to help with this.
The MTA had given both of them the information that it is not a good idea. At this time the Board had decided that it would not be possible for us to help
with this. A resident mentioned that if more Dayton Township residents could help out with a sponsorship that would be greatly appreciated.
NEW BUSINESS: Mocniak mentioned about possibly getting so bi-local support on our web page for any service or business. It was decided that this
was available to do, and Mocniak would email some information or suggestions to Jim Bondy our web designer.
