Proposed Regular Meeting Minutes
June 6, 2011

Meeting was called to order at 7:30 p.m. with the pledge to the flag. Members Bob Cook, Stacy Phillips, Eleanor Kilmer, Bob Steele and Mike Mocniak were all present. Minutes from the May 2, 2011 meeting were motioned for approval by Mocniak and seconded by Steele. Motion carried with 5 yes.

Public Comment: There were no comments at this time.

County Commissioner: Tom Kern was present to give his report; with the reapportionment, due from the 2010 census, the districts will now change. There was a loss of 3,000 residents from Tuscola County which has caused this change.
The remodeling in the court house is coming along well and soon it will be completed, and the residents of the county should be able to find all the offices without difficulty. Finally Tom had made some comments in regards to the information in the Advertiser in regards to Judge Joslyn and himself.

Ambulance: Glenn Fox gave his report; they had a meeting on the 12th of April at which time the auditor was present to him them her report. The board then approved her report along with the minutes and financial statements from February and March. The ambulance board decided to donate $250.00 to the Sunflower Festival and they had bought new fireproof file cabinets with the Arlene Western money.
There is a remainder of $52,019.00 owing on the mortgage, and 48 runs for the month with a total YTD of 122.
They also wanted everyone to know that they are very “Thankful” for the Arlene Western Trust.

Planning Commission: Doug Graham reported; that they will have a meeting on the 20th of June, at which time they will go over the last couple of Articles in the zoning book. On the 14th of June 6 members of the planning commission will be attending a seminar in Frankenmuth.

Zoning Administrator: There were 3 permits issued for the month; a dwelling, pole barn and a garage.

Blight Enforcement Officer: Bob commented about an issue that he had been handling with a gentleman on Shay Lake. This particular gentleman wanted to “Thank” Bob for helping him get his property cleaned up and giving him the incentive to get it done. Bob also had issued a couple of demolition permits during the month to residents that are trying to get there blight issues taken care of.

Cemetery: Ron had set some foundations, and there were not any burials.

Trustee: Mike commented that he had some calls about two intersections that were having the stop signs ran (motorist were not stopping at the signs). Tom Kern informed Mike to have residents report this to the Sheriffs office and they could have a car come out and watch these intersections. >br? Mike also wanted to “Thank” Bob for all his work with the tire collection.

Supervisor: Bob commented on the tire collection and how well it went. He also wanted to “Thank” all the people that helped during the course of the day. He also informed residents that on the 18th of June Koylton Township will be hosting a tire collection at the VFW hall in Kingston.
The road commission had a meeting for supervisors, which Bob attended, and they wanted to “Thank” the township for paying there bills on time. For doing so it has enabled the township to get road work completed much sooner and cheaper, as far as asphalt, then those township that do not pay their bills in a timely manner.

Treasurer: There is an income of $104.50, expenses of $50,729.35 due to roads, garbage, wages, etc. In the checking there is $8,179.31, money market $180,13.19, face value of CD’s $221,269.69 with a total on hand of $409,580.19.
Eleanor will be attending a training seminar for her new tax program. She also sent the notice for summer tax deferment to the county, which means that the summer taxes are due at the end of February, but the resident would not have to pay the penalty and interest if they qualify for the deferment. Eleanor then read the letter from the county for “the right to first refusal” of any properties that were listed for back taxes. The township is not interested in purchasing any property, so she will sign the letter and return to the county.

Clerk: There are invoices to pay in the amount of $56,633.48 including the Auto EFT along with checks #6196 - #6217 Steele motioned to pay these invoices, seconded by Mocniak. Motion carried with 5 yes.
Stacy then commented that she had emailed the MSU Extension office in Lansing the Zoning Master Plan and the Zoning Ordinances for the work they were doing for the Cass River watershed. She also emailed the information the county was requesting in regards to the Medical Marijuana Distribution, and whether the township had an ordinance or a moratorium. The county has compiled the information of the villages and townships that have passed either one of these (ordinance or moratorium).
Finally Stacy has emailed Les Thomas, whom is responsible for the Flood Plain Insurance Program, and is working on gathering the information needed to finalize the application.

Unfinished Business: A letter was received from the Village of Mayville’s Manager, in regards to the fire contract, and the fact that they do not appear willing to reduce the fee. With no other discussion from the Village of Mayville, the township decided that the residents need fire protection, so with that said it was motioned by Mocniak to accept the fire contract, seconded by Steele. Motion carried with a roll call vote to follow: Steele – Yes, Mocniak – Yes, Kilmer – Yes, Phillips – Yes, Cook – Yes. The contract fee is as follows; $17,850.00 for the first year with a 2% increase per year, for the following two years.

With no other discussion there was a motion for adjournment at 8:30 p.m.
