Proposed Regular Meeting Minutes
June 7, 2010
Meeting was called to order at 7:30 p.m. with the pledge to the flag. Members Bob Cook, Stacy Phillips, Eleanor Kilmer, Bob Steele and Mike Mocniak were all present.
Minutes from the May 3rd meeting were motioned for approval by Steele and seconded by Mocniak. 5 Yeas, 0 Nays motion carried.
Public Comment: Glenn Fox commented on the dead trees (at the Treasurer Rd entrance of the West Dayton Cemetery) and how bad they look. Bob had said that he will take a look at them and get it taken care of.
Jim Bondy also made a comment about a blight condition that he wanted Bob to be aware. Bob stated that he would check into this property.
Planning Commission: Doug Graham stated that their next meeting is on the 21st of June at 7:30 p.m., and at the meeting they will be discussing the first 4 chapters of the Zoning Ordinances. The zoning books were updated in 2006, and are due to be updated again by 2011 (every 5 years).
Zoning Administrator: There have not been any zoning permits issued for the month.
Blight Enforcement Officer: Bob has been busy handling 4 different blight issues in the Shay Lake area. Two of these parcels, Chris Gusek has been working with the owners by getting things demolished and cleaned up. Bob had stated that working with the residents has been going very well, and they are taking care of their issues in a timely manner. There are still two other blight issues in the works, and Bob is in direct contact with the owners to take care to them. At this time the owners have not made a commitment to get to Shay Lake to take care of the issues because they do not live here full time, so Bob is giving them some time to get it done. He will be contacting them again if he does not hear from them soon. The residents of Shay Lake are very happy with the work that Chris Gusek has been doing in that area, with these blighted situations.
Cemetery: There were 2 burials and cremains for the month. There were also 4 foundations set for head stones.
Trustees: Mike Mocniak again mentioned helping local contractors by promoting their business with a link from the Township website. He will be in contact with Jim Bondy, the gentleman whom updates the website, to get this underway.
Supervisor Report: One item that Bob wanted to address was the road commissions issue with the state only allowing the County Road Commission to transfer 30% of the local and primary road fund balances to help cover the shortfall in the local road funds balance.
There is a House Bill 4848 (HB 4848) being presented to the legislative that will allow the transfer of 50% of the Michigan Transportation Funds from primary roads to local road funds. This would then allow the County Road Commission to transfer enough money from one road fund to another to help take care of their shortfall. With HB 4848 passed then the road commission can also continue to offer townships the $25,000 allowance that they currently offer for road work completed.
At this time Mocniak motioned that the township write a letter to the State Representative, Senator, and MTA showing our approval in the passing of HB 4848, seconded by Steele. Motion carried Stacy will send a letter to these offices.
Bob also mentioned that he had met with the road commission and it has come to an agreement that there is not enough pit run on Snover Rd. between Cat Lake Rd. and Pattison Rd., so there will be another 2500 ton applied.
Eleanor then mentioned that she had a resident question why there were surveying on Plain, Maple Grove, and Phelps Lake Roads, and Bob had mentioned that the county was in the process of repining the monuments and survey markers. This project is being funded by a County grant.
Treasurer Report: There is an income of $5,047.69 due to a METRO Fee received, expenses of $41,198.10 mostly due to a road commission bill, county treasurers’ changes for taxes, fire runs, and garbage bill. With the above mentioned there is $33,339.35 in checking, $91,558.68 money market, $214,093.85 face value of CD’s, and a total on hand of $338,991.88.
Taxes will be going out in the next couple of weeks with the blight ordinance enclosed.
Clerks Report: There are invoices to be paid check #5935 - #5954 in the amount of $18,677.63 after a brief explanation; Mocniak motioned to pay these said invoices, seconded by Steele. 5 Yeas, 0 Nays motion carried.
The audit report was then discussed and with a few questions the board would like Lehn King, CPA to attend the next meeting. This also brought up the boards discussion of transferring some money to another bank to allow all the Township monies to be FDIC protected. At this time Mocniak motioned per resolution that the Township uses the Independent Bank of Kingston as another depositor to cover any excess funds over the $250,000, seconded by Kilmer. 4 Yeas, 1 Abstain, 0 Nays motion carried with a roll call vote to follow: Steele – Abstain, Mocniak – Yes, Kilmer – Yes, Phillips – Yes, Cook – Yes. Motion carried Eleanor will contact Independent Bank and get the proper paperwork in order.
Stacy then had told the board of the meeting with the agent from Burnham and Flower and Bob Cook, in regards to our policy coverage and the premium amount. After this discussion Mocniak motioned that we raise our deductible to $500 for Property & Inland Marine/Electronic Data Processing to save the Township $228 a year on our premium, seconded by Steele. 5 Yeas, 0 Nays motion carried.
The Village of Kingston Fire Contract was received and with no success of lowering the contract Steele motioned that the Township sign the contract for three (3) more years at a fee of $20,370 per year, seconded by Kilmer. 5 Yeas, 0 Nays motion carried.
The board was then informed of some upcoming seminars and meetings. Doug Graham will inform the Planning Commission members of their upcoming seminar and get back with Stacy of the attendees.
Finally Stacy informed the residents that she has mailed out 103 absentee applications for the upcoming elections on August 3rd and November 2nd.
At this time there was a motion for adjournment by Steele at 8:45 p.m., seconded by Mocniak.
