Proposed Regular Meeting Minutes
February 1, 2010

Meeting was called to order at 7:30 p.m. with the pledge to the flag. Members Bob Cook, Stacy Phillips, Eleanor Kilmer, Bob Steele, and Mike Mocniak were all present.

Minutes from the regular board meeting of January 4, 2010 were motioned for approval by Steele, and seconded by Mocniak. Motion carried
Minutes from the public hearing on January 11th for the Blight Ordinance were motioned for approval by Mocniak, and seconded by Steele. Motion carried.

Public Comment: No comments at this time.

Planning Commission: Ernest Coleman reported in the absence of Doug Graham; there will be a public hearing on the flood plain insurance, on the 15th of February at 7:00 p.m. prior to the regular scheduled meeting. At their last meeting they discussed their budget and with no changes made they turned it into the clerks office.

Zoning Administrator: Bob had nothing to report at this time.

Cemetery: There were no burials or questions.

Trustee: Bob Steele would like to “Thank Bob” for all his hard work removing and replacing the furnace and installing the new shelves in the closet. He volunteered his time to complete all this work. Bob also wanted to “Thank Stacy” for the good work writing the minutes.

Supervisor: Bob wanted to “Thank” John Harp and Don Burgess for helping him with the furnace and all the duct work, and new insulation that was installed.
Bob also wanted to let the residents know that for years the Township has been working on a Blight Ordinance that would be able to work for the Township and that would be able to uphold in a court of law. Without the great help of the blight committee, planning commission and regular Township board this would not have happened so smoothly and he wanted to give everyone a “Thank You” for all their hard work. He also commented that the residents seem to trust the boards and appeared to be happy with the outcome of this ordinance.

Treasurer: There was an income of $120.12 and expenses of $17,309.90, mostly due to wages and garbage collection. There is $10,592.92 in checking, $52,393.99 in money market, face value of CD’s are $214,093.85. A total on hand of $277,080.81. Taxes are coming in with half of W09 collected and some of S09 still coming in.

Clerk: There are invoices to be paid #5814 - #5837 in the amount of $15,810.42, motion to pay these said invoices by Steele and seconded by Mocniak. Motion carried.

At this time the board discussed and decided on the upcoming fiscal year wages. The wages for this upcoming fiscal year April 2010 to March 2011 will remain the same as the previous year, as follows:

2. Treasurer’s wages are $13,857.00, less payroll liabilities. .
3. Clerk’s wages are $11,373.00, less payroll liabilities. .
4. Trustee’s wages are $100.00 per meeting, less payroll liabilities. .
5. Planning Commission Wages: .
· Chair $50.00 per meeting, less payroll liabilities
· Secretary $100.00 per meeting, less payroll liabilities
. · Member $50.00 per meeting, less payroll liabilities.
· ZBA Chair $50.00 per meeting, less payroll liabilities.
· ZBA Secretary $75.00 per meeting, less payroll liabilities.
7. ZBA Member $50.000 per meeting, less payroll liabilities.
8. Deputy Treasurer wages are $250.00 paid at the end of the fiscal year.
9. Deputy Clerk wages are $250.00 paid at the end of the fiscal year.
10. Board of Review Member $60.00 per day less payroll liabilities.
11. Cemetery Sexton $500.00, less payroll liabilities.
12. Cemetery Records Officer $600.00, less payroll liabilities.
13. Election Inspector Chair $25.00, plus the hourly wages of election inspectors.
14. Election Inspectors $7.50 per hour.
Mocniak motioned to accept these wages, seconded by Steele. Motion carried, followed by a roll call vote: Steele – Yes, Mocniak – Yes, Kilmer – Yes, Phillips – Yes, Cook – Yes.
The board meeting dates for the upcoming fiscal year was the next decision, and with no changes the board meeting dates for the regular Township board will remain the same as the first Monday of the month, unless that day should be a holiday then the meeting will be held on that Tuesday, beginning at 7:30 p.m. and the meeting dates for the Planning Commission will remain the same as the third Monday of the month, scheduled bimonthly, beginning at 7:30 p.m., motioned for approval by Steele and seconded by Mocniak. Motion carried with a roll call vote to follow: Steele – Yes, Mocniak – Yes, Kilmer – Yes, Phillips – Yes, Cook – Yes.
Stacy then had informed the board of some upcoming meetings.

Unfinished Business: Bob at this time had commented about the public hearing for the blight ordinance that was held on the 11th of January, and with no other discussion Steele motioned to accept this Blight Elimination Ordinance 02-2010, seconded by Phillips.
Motion carried with a roll call vote to follow: Steele – Yes, Mocniak – Yes, Kilmer – Yes, Phillips – Yes, Cook – Yes.

The board then had discussed a blight enforcement officer and the letter that was received from the attorney James Abbey. Stacy had read the letter which had stated that if the board should chose there is no legal conflict of the zoning administrator handling this job, or of Bob fulfilling the dual roles of supervisor and zoning administrator, along with handling the blight enforcement. It was then requested by Mike Mocniak that if Bob should continue on with Zoning Administrator and now handling blight enforcement that if he ever feels that he cannot do the job effectively that he will let the board know. Bob had stated that it would not be any problem to do so and he agrees with that request. With no other discussion Steele motioned that we will combined the jobs of Zoning Administrator and Blight Enforcement Officer with a yearly wage of $4000.00, and that the board will continue to seek a Zoning Administrator/Blight Enforcement Officer, seconded by Mocniak. Motion carried with a roll call vote to follow: Steele – Yes, Mocniak – Yes, Kilmer – Yes, Phillips – Yes, Cook – Yes.
New Business: The contracts for cemetery lawn maintenance and Sexton were then discussed and with no changes made the contract for cemetery lawn maintenance for a seasonal pay of $4900.00 from April 2010 thru October 2010 was motioned for acceptance by Mocniak and seconded by Steele. Motion carried.
The contract for Sexton with no changes made from the previous year will remain the same as Ron Gromak as sexton, motioned for acceptance by Steele and seconded by Mocniak. Motion carried.

With no other discussion there was a motion for adjournment at 8:30 p.m. by Mocniak, seconded by Steele. Motion carried
