DAYTON TOWNSHIP
Proposed Meeting Minutes
October 3, 2011
Meeting was called to order at 7:30 p.m. with the pledge to the flag. Members Bob Cook, Stacy Phillips, Eleanor Kilmer, Bob Steele and Mike Mocniak
were all present.
Minutes from the September 6, 2011 meeting were motioned for approval by Steele and seconded by Mocniak. Motion carried with 5 yes, minutes were
approved.
Public Comment: Residents commented that Chantiny Rd. was worked on and they were pleased. They had wished the ditches could be deeper but due to
utility lines the road commission could not dig any deeper.
County Commissioner: Tom Kern had phoned Bob to inform him that he would attend the Township board meeting, but due to uncertain circumstances he was
unable to attend.
Ambulance: Glenn Fox reported that they had their meeting on the 9th of August at 6:00 p.m. At which time they approved the minutes and financial
reports from the previous meetings. They also updated the bank account signature cards which authorize certain people to sign checks. They paid off
the mortgage to the building and are planning the 35th open house for this month. The discussed the football games contract and it will remain the
same as previous years.
As of July they have had 305 service calls to date.
Planning Commission: Doug Graham commented; that their meeting is on the 17th of October at which time they will discuss the wind energy ordinance and
the medical marijuana ordinance. They have ordinances from other Townships that will help them as a guide. When they have an ordinance prepared there
will be a public hearing scheduled. Some of the planning commission members and board members will also be attending a workshop for the Cass River
Watershed on the 6th of October.
Zoning Administrator: Bob has some permits pending and has issued one land division, and has had numerous questions about permits.
Blight Enforcement Officer: There are some issues on Family Lane that Bob will be looking into.
Cemetery: Eleanor has had some calls about the need for lawn mowing and some inquires about foundations.
Trustees: Mike Mocniak commented that he would like to have a report ready from Dale Wood (Assessor) or to have Dale attend a meeting and give us a
report.
Mike again had mentioned Cat Lake and the recurring issues that they have been encountering with the roads around the lake, and the fact that he (Mike)
would like for the Township to help find a solution to this problem. Bob had stated that he would take a look at the roads and then meet with the
president of the lake association to come up with a solution for their situation with the roads.
Bob said that he would get a hold of Dale and take care of this. Bob also stated that the Board of Review has done a fine job and that any issues that
have gone to the tax tribunal have come back in the favor of our township.
Supervisor: Bob reported on numerous roads that will be either graded or repaired with crushed gravel or pit run. He also informed the board and
residents that the township is still on the list for a bridge replacement in Shay Lake, but this is dependent on the monies available at the county
level.
Bob then commented on the Treasurer Rd. project and the fact that Saginaw Asphalt is running behind, but the county hopes that they will get to this
by the middle to end of October.
There were questions in regards to roadside spraying and Bob will look into this for the next year. He stated that this was a rather expensive solution,
but he would let the board know for the upcoming year.
Treasurer: There is an income of $327.62 and expenses of $22,835.65 due to roads, garbage and county tax processing. The totals in the accounts are
$6,335.23 checking, $87,691.17 money market, $221,269.69 face value of CD’s, with a total on hand of $315,296.09.
The taxes are still being collected with a penalty interest applied at 2%. This charge is collecting by the township, but is owed to the county.
Clerk: There are invoices to pay with the AUTO EFT and check #6276- #6287 in the amount of $16,877.59 due to garbage, wages and utilities. Mocniak
motioned to pay these invoices, seconded by Steele. Motion carried with 5 yes.
Stacy then had mentioned the proposed ORV ordinance from the county and the fact that they would like some input back from the townships before the
county commissioners meet again.
Stacy also informed them on the letter from the probate judge, as well as giving them the handout.
With no other discussion the meeting was motioned for adjournment at 8:30 p.m.
