Proposed Regular Meeting Minutes
January 4, 2010

Meeting was called to order at 7:35 p.m. with the pledge to the flag. Members Bob Cook, Stacy Phillips, Eleanor Kilmer, Bob Steele and Mike Mocniak were present.

Minutes from the December 7, 2009 meeting were motioned for approval by Steele and seconded by Mocniak. Motion carried minutes were approved.

Public Comment: There were no comments at this time.

Ambulance Report: Glenn Fox was present for his report. They had their meeting on the 8th of December at which time all members were present, and they approved the minutes and financial reports from the previous months. They are still in need of volunteers and if anyone is interested they need to contact Jim Welke. They have also decided to remain with the same billing rates and the wages of the officers/volunteers. The new coats that were purchased with the Arlene Western Trust monies have been received. The November financial report is as follows: $49,657.54 in savings, $23,157.11 in checking, $78,909.80 remains on the mortgage. There have been 351 calls billed YTD.

Planning Commission: Bob Cook reported that last month himself, Doug Graham, and Mike Mocniak all had attended the seminar for the Flood Plain Insurance Program. They were informed by the instructors that if the township does not pass the ordinance to participate in this Insurance Program, that any resident that would like to purchase flood insurance it would not be available to them. At this present time it appears that FEMA has only considered areas in Cat Lake a flood risk. The Planning Commission will be holding a Public Hearing on the 15th of February at 7:00 p.m. to discuss this with the board and residents.
If the township does participate then the residents at Cat Lake that were in the area of risk would be able to receive insurance through the National Flood Insurance Program. If the township did not participate then these residents would not be able to receive flood insurance. The flood insurance is only available through the National Flood Insurance Program.

Cemetery: There has not been any burials and Eleanor did receive the new Cemetery Management Book.

Trustees: Mike Mocniak suggested that due to the amount of contractual fee that we pay with Kingston Fire Department that they should provide the Township with an annual report. Stacy will contact the Village of Kingston and see about this.

Treasurer: There is an income of $19,561.52 due mostly to revenue sharing, and expenses of $15,983.20 due to wages, garbage and etc. $2,798.43 in checking, $77,378.31 in money market, $214,093.85 face value of CD’s, and a total on hand of $294,270.59. Taxes are coming in and residents still have close to two months to pay.

Clerk: There are invoices to pay check #5796 - #5813 in the amount of $16,848.34. Mocniak motioned to pay these said invoices, seconded by Steele. Motion carried. Stacy received the forms from the accountant, and she will get them mailed back so that the audit can get started. Wage and meeting date resolutions will be coming up for next month. She will also get the contracts mailed to the sexton and lawn maintenance for the upcoming fiscal year.
Finally Stacy asked the boards permission to purchase a new computer tower due to the fact that the existing computer was built around the year 2000 and it is just too slow to operate properly. Steele motioned that Stacy can go ahead and purchase the new computer tower, seconded by Mocniak. Motion carried.

Unfinished Business: The board discussed the position of blight/ordinance enforcement officer and are trying to get some ideas of what this person would be paid and their job description. With no decisions made, Stacy said that she would contact the surrounding Clerks to determine if they have an enforcement officer and what they pay. She will report at next months meeting.
The board also decided that when this blight ordinance gets passed that a copy will be mailed to every resident in their tax bill.

New Business: The flood plain info. and ordinance was discussed in detail under Planning Commission.

Meeting was motioned for adjournment by Steele, seconded by Mocniak at 8:30 p.m.
