Proposed Regular Meeting Minutes
May 5, 2008

Meeting was called to order at 7:30 p.m. with the pledge to the flag. Members Bob Cook, Stacy Phillips, Eleanor Kilmer, Bob Steele and Mike Mocniak were all present. Minutes from the April 7, 2008 meeting were motioned for approval by Phillips, and seconded by Kilmer. Motion carried minutes were approved.

MAYVILLE LIBRARY: Carol Horsch was present to give a report. The library offers wireless internet now and recently was given some grant money from the Arlene Western estate, so Jill Fox has purchased two new checkout computers and updated the software which will allow them to be up to date with the other libraries that belong to MEL for the interloan of books.
The Summer Reading Program will be starting soon with the registration beginning on the 2nd of June and the program starting on June 17th and running thru July 22nd. All children must pre-register to participate. The senior movies are still being shown on the third Friday at 1:30 p.m.

PLANNING COMMISSION: Doug Graham gave his report: Shawn Hughes was not present, at the last meeting, nor did he turn in the plan for the proposed campground that he requested to install on M-46. The members at their last meeting also discussed getting a blight ordinance in place for the Township.

ZONING ADMINISTRATOR: Bob Cook commented that he had a busy month with 3 pole barn permits, 1 addition, and 1 dwelling on Snover Road.

CEMETERY: There was nothing at this time.

TRUSTEE: Mike Mocniak wanted to mention that we should get the building scrapped and repainted this summer. The job was started last fall and never completed.

GUEST SPEAKER: Fran Campbell from the Mayville Museum was present to request from the board and any resident interested for donations to help fund the history video that they are making. The Museum is still in need of sponsors to help fund this project and they would appreciate any help they can possibly receive. There are forms available to fill out for anyone wishing to help. The video will be ready for a preview showing on the weekend of the 17th of July during the Sunflower Festival. This video will be a little over an hour long and they are hoping to make 900 copies to sell. The Township Board at this time will have to contact the MTA for information in regards to any donations or money used to help with this project.

PUBLIC COMMENT: None at this time.

SUPERVISOR: Bob Cook commented on the blight ordinance and the fact that he would like to establish a blight ordinance committee (7 people) to help make an ordinance that would in corporate all the areas of our Township from the Agriculture, R-3, and R-2 districts. This would allow for input from residents of all these areas. There is a sign up sheet at the hall if anyone is interested or they could call the supervisor at 989-843-6940 or clerk at 989-683-2282. When the ordinance was written it would go for approval from the attorney, as well as public hearings, before the board approved to put it in place. Steele at this time motioned that we established a blight ordinance committee, seconded by Mocniak. Motion carried.
Bob also mentioned that there is a public hearing scheduled through the Tuscola County Road Commission for Snover Road from Cat Lake to Pattison Road. The meeting will be on the 29th of May at 8:45 a.m. at the TCRC on M-24. If any resident or person is wishing to present a written statement or exhibit to the TCRC board they need to have it in 10 days before the hearing.
The Township will also be using Kappan for our brush cutting and Ernest Coleman wanted to “Thank” the road committee for having the holes on Shay Lake Road repaired.

TREASURER: There was an income of $22,906.41 mostly due to revenue sharing of $20,081.00, expenses of $24,533.33, and $5,956.83 in the checking, $249,380.24 in the money market. The face value of the CD’s are $314,093.85 which totals $569,430.92 on hand.

CLERK: Invoices to be paid check #5315 thru #5334 in the amount of $18,364.20, Steele motioned to pay these said invoices and Mocniak seconded. Motion carried. Phillips also mentioned that there was an Auto EFT of $217.93 which was the checks from Quickbooks that are ordered about every 2 years.
There was a “Thank You” letter from the Kingston Library that was read as well.

NEW BUSINESS: There is an upcoming training for the planning commission in Frankenmuth on the 29th of May, and all the members would like to attend. It is $100.00 a person and involves the Michigan Zoning Enabling Act of 2006 there are 8 of our members that will be going.
