Proposed Regular Meeting Minutes
March 7, 2011
Meeting was called to order at 7:30 p.m. with the pledge to the flag. Members Bob Cook, Stacy Phillips, Eleanor Kilmer and Mike Mocniak were present, with Bob Steele absent.
Minutes from February 7th, with the addition, per Mocniak, for a report from the Township Assessor Dale Wood; were motioned for approval by Mocniak, and seconded by Kilmer. Motion carried with the addition stated, 4 yes.
Public Comment: No comments at this time.
County Commissioner Report: Tom Kern was present to give a report; they have started to remodel in the court house, which involves moving the county clerks’ office along with the Friend of the Court. He also stated that the revenue sharing will be cut for the county as well as the townships. The county will loose around $300,000 per year.
Mosquito control will be better this year for the township, due to the fact that we will have our own worker that will take care of just the township residents. This should help the residents communicate their issues with only one worker, which will help this worker get to know the residents that he/she services.
Ambulance: Glenn Fox reported that they had their meeting in February at 7:15 p.m. with all members present. They approved the financial report for December and January along with the minutes. There is a new EMT that also works on the MMR.
They also had their year end report along with the new contracts fees mailed to the townships. They will also receive, from the Arlene Western Trust, $7,000+ in grant monies, for this upcoming year.
Mayville Library: Gail Cook commented that the library had their computers updated. They also had the election of board officers, revised the personal policy manual and have applied for some Arlene Western grants.
Planning Commission: With the absences of Doug Graham, Bob commented that they had a meeting last month along with the Public Hearing for the special land use permit, requested from Mike Urban for the Adult Foster Care Home. At their meeting the planning commission board recommended that the Township Board approve this permit.
Zoning Administrator: There was an issuance for one permit for a garage, and Bob had some calls.
Blight Enforcement Officer: Bob has a couple of residents working on demolitions of their homes, along with another resident working on getting his up to code. He also met with a resident to discuss what his options were to clean up his blight. Bob then wanted to “Thank” the Shay Lake Association for their newsletter it works well with his position as Blight Enforcement Officer.
Bob also wanted to mention that as of April 1st there is a new burn law that nothing other than natural materials is allowed to be burned, and it requires a permit to do so.
Cemetery: Nothing new to report.
Trustee: Mike commented again that he would like a report from Dale Wood (assessor) per the contract requirements. Bob and Stacy commented that Dale has been contacted in regards to this and he will have a report ready soon. Mike also commented on the insurance policies, from the sexton and cemetery lawn maintenance, that states the township as a rider. Stacy commented that they are on file and up to date.
Supervisor: Bob discussed the Mayville Fire Contract and the fact that he spoke with the village manager and he will be requesting from the council the reduction in contract fees. He will get back with Bob per the councils decision. They also talked about making the contract a two year versus a three year, due to not knowing how much revenue sharing anyone will get.
Treasurer: Eleanor has settled with the county after collecting the winter taxes, and there is an income of $220,695.52, with expenses of $17,010.88. There is totals of $4,479.04 in checking, $212,040.47 in money market, face value of the CD’s are $221,269.69 with a total on hand of $437,789.20.
Clerk: There are invoices to pay check #6132 - #6148 along with the Auto EFT’s in the amount of $20,096.21, due to garbage, the end of the fiscal year wages, and utilities. Mocniak motioned to pay these said invoices, seconded by Kilmer. Motion carried with 4 yes.
At this time the contract for Cemetery Lawn Maintenance was discussed for renewal at a fee of $4,900.00 for the year of April to October. It was motioned by Mocniak and seconded by Kilmer to renew this contract. Motion carried with 4 yes.
The contract for Sexton, Ron Gromak was motioned for renewal by Mocniak and seconded by Kilmer. Motion carried with 4 yes.
The contract for Assessor, Dale Wood, was then motioned for renewal for two years at a fee of $12,875.00, by Mocniak and seconded by Kilmer. Motion carried with 4 yes.
The board then discussed the renewal of the Kingston Library contract, with a letter provided by the Kingston Librarian requesting an increase if the board could provide to do so. After some discussion the board decided that with the revenue sharing being cut that they could not increase the amount of the contract. There was then a motion by Mocniak and seconded by Kilmer to pay the $400.00 fee as the previous years. Motion carried with 4 yes.
Stacy then had mentioned the letter she received from the road commission in regards to the reflective strips that are being installed on the road signs. The county road commission received a grant for these strips, but a portion of the funding they are requesting from all townships. Bob has the agreement and information to be returned to the road commission.
New Business: At this time the board and floor discussed the special land use permit requested by Mike Urban for the Adult Foster Care Home that he would like to operate in the Shay Lake area. With the recommendation from the planning commission and the discussion with the board and Mike Urban, which he stated that he would only use this facility to house residents over the age of 55 years, it was motioned by Mocniak and seconded by Phillips that we approve the permit. Motion carried with a roll call vote to follow: Mocniak – Yes, Kilmer – Yes, Phillips – Yes, Cook – Yes.
At this time there was a motion for adjournment by Mocniak at 9:45 p.m.
