Proposed Regular Meeting Minutes
June 1, 2009

Meeting was called to order at 7:30 p.m. with the pledge to the flag. Members Bob Cook, Stacy Phillips, Eleanor Kilmer, Bob Steele and Mike Mocniak were present. Minutes from the May 4, 2009 meeting were motioned for approval by Mocniak and seconded by Steele. Motion carried, minutes are approved.

Public Comment: There were many comments/complaints in regards to mosquito abatement and their lack of coverage and commitment to the resident’s calls. One resident took his complaint to the Board of Commissioners and felt it still was unresolved. This issue will be looked into.

Ambulance Report: Glenn Fox was present to give this report; their meeting was on the 12th of May where at that time they approved the minutes and financial report from February and March. There will be a class for any new volunteers in July and August. They also passed their annual inspection. The next meeting will be on June 9th. They also have received money from the Arlene Western Trust which they are purchasing new winter coats and a new cot.
There is $30,737.00 in savings and $11,000.00 in expenses, the mortgage owing is $91,606.00. They had 28 calls for the month of March and 79 YTD.
There also was a concerned brought up by a resident about who gets paid for a transport, and it is only the ambulance that does the transporting regardless of how many rigs arrive at the incident.

Planning Commission: There next meeting is on the 15th of June at 7:30 p.m.

Zoning Administrator: Bob had issued permits for a dwelling, garage and also sent the check for the Zoning Board of Appeals variance of mobile home ordinance.
At this time Ernie Coleman gave a brief report on the home demolished at Shay Lake and the problems involved with this matter.

Cemetery: There was one burial of David McConnell, and Eleanor had sold some spaces. The trees at Dayton Center and West Dayton are still a problem; Bob will be taking care of getting them removed. Eleanor then had mentioned about possibly getting the fee raised for purchasing spaces. They are currently $100 for a resident and $200 for a non-resident. The board will discuss this under new business.

Blight Committee: They met on the 28th of May at which time they removed Dave Pape from the committee due to the fact that he did not attend any meetings, and they replaced him with Ralph Mock. They are progressing well about 80% done and there next meeting is on the 25th of June at 7:30 p.m.

Supervisor: Bob reported about the roads and the meeting he had recently attended at the Tuscola County Road Commission. Many Townships are having financial problems and are not able to maintain their asphalt roads which may cause them to be reground. He also commented about the roads and why he has chosen to not have the chloride applied yet. This is due to repairs that needed to be done and the amount of rain that we had. He was waiting for them to dry up some before he had the chloride applied.
Chantiny Rd. was discussed by Jay Tuckey and Bob, along with a list of roads that will need asphalt patches that Bob Nutt will receive in July.
Bob then discussed the meeting that himself and Dale Wood had with the State inspectors (about the reappraisal). This meeting had lasted for six hours at which time they went through all the Twp. Properties along with the tax roll to verify that all the cards had been done accurately. They took all the information off of Dale Woods’s computer and had gone through all the petitions that were filed during the Board of Review meetings. The inspectors will also be going to 20 residents to determine if the reappraisal was performed and matched what was on the tax roll charts. They will be calling Bob one more time to finalize the audit, in order to report to the State Treasury Department. The inspector did comment to Bob about how quickly and immaculately the work was done.

Treasurer: There was an income for the month of $47,221.64 due to delinquent taxes, fire runs, Metro Fee, and cemetery sales. There were expenses of $18,824.21 due to garbage, software renewal, snow removal and wages. In checking $12,714.32, $105,971.39 in money market, CD’s face value $264,093.85, and a total on hand of $382,779.56. The summer taxes will be going out in July.
Eleanor then had mentioned to the board the form (Refusal to Purchase) that the county mails in regards to the parcels that are up for sale at Shay Lake. The township has first rights to purchase any of these properties. After some discussion it was motioned by Mocniak to sign the refusal form and not buy any of these parcels, seconded by Steele. Motion carried Eleanor will sign the form that we will not be purchasing any property.

Clerk: There are invoices #5658 thru #5677 in the amount of $16,527.85, at which time it was motioned by Mocniak and seconded by Steele that we pay these invoices. Motion carried bills will be paid.
Stacy then mentioned the upcoming seminars, the thank you letter from Landplan for the Townships business and their 20 year anniversary, and finally a pedal bike tour will be coming through the township on June 25th and would like to use our parking lot for a pit stop.

New Business: There are two residents whom are interested in serving on the Zoning Board of Appeals and one whom would like to be reappointed. Steele motioned to accept the applications from Jim McMinn and Ernest Coleman, and the reappointment of Jim Bondy, seconded by Mocniak. Motion carried these three men will be sworn in at the end of the meeting for a three year Zoning Board of Appeals term.

The board then discussed the cemetery fees and the need to raise these said fees for a space which are currently $100 for a resident and $200 for a non-resident. With no other discussion Steele motioned that we raise the space fee to $200 for a resident and $400 for a non-resident to take affect immediately, seconded by Mocniak. Motion carried with a roll call vote to follow: Steele – Yes, Mocniak – Yes, Kilmer – Yes, Phillips – Yes, Cook – Yes. The new fees to purchase a cemetery space is $200 for a resident and $400 for a non-resident to take affect immediately.

With no other discussion Steele motioned for adjournment at 8:30 p.m.
