Proposed Regular Meeting Minutes
January 5, 2009
Meeting was called to order at 7:30 p.m. with the pledge to the flag. Members Bob Cook, Stacy Phillips, Eleanor Kilmer, Bob Steele and Mike Mocniak were present. Minutes from the December 1, 2008 meeting were motioned for approval by Steele and seconded by Mocniak. Motion carried.

Public Comment: Richard Horsch voiced his disapproval of the Snover Rd. project and the devastation that this project will cause from all the trees removed and front yards that will be damaged. He also spoke with many other residents on Snover Rd. and they all feel the same way as him (Richard Horsch). Bob Cook commented that we will wait until after the road commission has their public hearing and go from there with the details of the remainder of this project.
At this time Stacy read a letter received from Gary and Carol Harmon in regards to Snover Road, and their belief and disapproval of this road being prepared to be paved. Bob cook commented that Gary and Carol were present when Jay Tuckey from the Tuscola County Road Commission explained to the Township Board and the residents what was to happen with the Snover Rd. Project. Doug Graham, whom resides on Snover Rd, at this time, commented that he was never told that Snover Rd. was to be paved. There was no other discussion about Snover Rd.

Ambulance Report: Glenn reported that their meeting was on the 9th of Dec. at 7:00p.m., with all their members present. They approved the minutes from the October meeting along with the financial reports from October and November.
They had an all day seminar on the 22nd of December that their volunteer personnel could attend to receive their credits to stay up to date. They had 18 out of 25 volunteers present. The old ambulance has also not been sold as of yet.
In November they have had 315 runs billed for the year, and $31,000 in savings, $1,381in checking, and $97,815.00 due on the mortgage.

Mayville Library Report: The Township is in need of a Rep. for the Mayville Library and Gail Cook would like to take this position. With a motion from Mocniak and a second from Steele, Gail Cook was appointed to the Mayville Library Board as a Representative for Dayton Township. Motion Carried.

Planning Commission: Their meeting was on the 15th of December at 7:30 p.m. with all their members present. They approved Dave Pape to be on the blight committee. They also established a budget for the planning commission that will remain the same monetarily as the original amount allotted on the Townships budget. The next meeting is on the 16th of February were they will present the Township board with this budget. They have not yet heard anything in regards to the campground on M-46. If Shawn Hughes would like to continue with this project he will have to re-file after August of 2009, his time has currently lapsed to pursue this project.

Zoning Administrator: 1 permit issued to Joe Pape.

Cemetery: Eleanor reported about the offer that she had presented to the Fritz’s for the two acres that Township would like to purchase for West Dayton Cemetery. They would sell the Township 1 acre on the Eastern most end for $7,500 but they would not currently sell the 1 acre at the Southern end. Eleanor was asked to counter-offer that we would like the two acres at a price of $7500 an acre for a total of $15,000. She will report back next month with the answer.
There was one burial at Dayton Center Cemetery for Donald Putnam.

Supervisor: Bob asked Richard Horsch to contact all the members of the Blight Committee to get the initial meeting started, and from there they would have to have an organizational meeting to set-up whom would chair this committee. At this time Richard thanked Bob for visiting all the residents on Snover Rd., and explaining what was happening with that project.
Bob also gave a big “thank you” to all residents, committee members, and board members for all their hard work and dedication to Dayton Township, and for all the participation that residents have shown to make the Township better as a whole.

Treasurer: Taxes are coming in steadily. There is an income of $25,657.00 mostly due to revenue sharing and expenses of $26,106.40 due mostly from Landmark Appraisal, garbage and wages. There is $1,792.74 in checking, $86,733.07 in money market, face value of the CD’s are $314,093.85 with a total on hand of $402,619.76.

Clerk: There are invoices to be paid in the amount of $18,548.89 check #5521- #5545, at this time Steele motioned to pay these invoices and Mocniak seconded. Motion carried. The letter was presented from the Tuscola Enterprise Facilitation Program and the board again has turned this down. Without a Village or Town located within Dayton Township the board does not feel, at this time, that we should participate.
The Tuscola County Planning Commission will hear comments from the public on February 4th 4:00 p.m. at the Annex building in Caro in regards to the final stage for certification for a Farmland and Open Space Preservation Ordinance/Purchase of Development Rights Program. Contact the Tuscola County Planning Commission if there are any questions concerning this program.
The Election Coordinating Committee will have a meeting for the upcoming school election on the 15th of January at 3:00p.m., at the Tuscola County Tech Center on Cleaver Rd.
The DTE agreements for the park-n-ride street lights have arrived and are waiting for signatures. Bob Cook took these documents home to contact DTE and get them signed and mailed back.

New Business: The Township board has to appoint the Board of Review members for the upcoming two years. With four residents applying there was a motion from Cook, seconded by Steele to appoint Ralph Mock, Richard Horsch, and Robert Moss. Motion carried.
