Proposed Regular Meeting Minutes
December 03, 2007
Meeting was called to order at 7:30 p.m. with the pledge to the flag.
Members Bob Cook, Stacy Phillips, Eleanor Kilmer, Bob Steele and Mike
Mocniak were present.
Minutes from the November 5, 2007 meeting were
motioned for approval by Steele and seconded by Mocniak. Motion carried
minutes was approved.
COUNTY COMMISSIONER REPORT: Don Mclane was
present for any questions or comments. There was not any at this time
so he had wished everyone happy holidays.
MAYVILLE LIBRARY REPORT: Carol Horsch was
present to give her report: they had met on the 20th of Nov. at which
time they lit their new sign. She wanted everyone to be informed of
where the funding had come from to purchase this sign. The lions club
had held a raffle which helped with a majority of the money, friends of
the library and the quilt club both donated, as well as other private
donors. Bob and Sue Moss donated their time and knowledge to this
project.
Anyone who would like to advertise something on this sign needs to contact Jill Fox.
The annual audit was presented and the auditors had said that Jill was doing a good job and was staying within the budget.
Dayton Township is in need of a new member to represent the township on
the library board if any resident is interested they need to contact
the clerk Stacy Phillips (989-683-2282).
ZONING BOARD: Doug Graham was present to give
this report: They had a public hearing to rezone some property and to
go over the plans and possible issuance of a special land use for a
campground. The land owner for the campground Shawn Hughes did not have
enough information and plans available at this time for his special
land use so the zoning board rescheduled another public hearing on the
13th of December at 7:00p.m., for this matter. The zoning board did
pass the rezoning for the property of Derrick Fells from wetlands to
medium residential, and the rezoning of Frank Franzels property to
agricultural for his building to be in compliance with the zoning
ordinances.
ZONING ADMINISTRATOR: Bob Cook had commented that he had a slow month for permits with only one issued for a pole barn.
CEMETERY: Eleanor had reported that there were
not any burials (thankfully) for the month. She was contacted by the
VFW, and they would like to put a wreath up at each of the cemeteries
on the 15th of December at 12:00 in honor of our soldiers.
PUBLIC COMMENT: There were two different
residents who voiced their concern and disapproval about the project to
improve Byington Road end. Both Robert Schultz and Jeff Johnson had
made these comments and/or remarks of disapproval.
SUPERVISORS REPORT: Bob at this time had made
some comments in regards to the Byington Rd. end project. He had also
stated that he could not give out too much information until the
transcript was received from the public hearing that was held at the
Road Commission. He also wanted the residents to know that the Board of
Commissioners from the Road Commission had stated that we had a very
professional public hearing and it went very well.
The Township board will discuss this matter and make a decision at the January 7th board meeting.
Bob also mentioned a letter that was received
from the MDOT in Cass City, in regards to money that was made available
for lights at our park – n – ride lots. These lots are at the
intersection of M-24 and Treasurer Rd., and Hurds Corner Rd. and M-46.
Mocniak expressed that we do need these lights for the safety of
drivers. At this time Mocniak motioned that we have these lights
installed and Steele seconded. Motion carried Bob will phone the Cass
City office and get this project started.
TREASURERS REPORT: There is an income of
$4707.00 due to zoning permits, and revenue sharing and expenses of
$16,150.01 mostly due to garbage collection and wages. The checking has
a balance of $9,934.03 and the money market has a balance of
$106,637.18. There is $304,093.85 that is designated CD’s and a total
on hand of $420,665.06.
Finally Eleanor wanted everyone to know that the taxes have gone out.
CLERKS REPORT: There are invoices to be paid
check #5179- #5200 in the amount of $14,483.43 mostly due to garbage
collection and wages. Steele motioned that we pay these said bills and
Mocniak seconded. Motion carried the bills will be paid. Stacy at this
time mentioned that we are going to need the end of the year taxes done
and she would again agree to have Ryan King perform this job. Steel
motioned that we have Ryan do the taxes and Mocniak seconded. Motion
carried Stacy will call Ryan and get this set up.
There is also an upcoming BOR seminar in Frankenmuth and it was
mentioned that we will send three of our members to this seminar. Bob
Cook, Richard Horsch and Ralph Mock will all be attending.
There will be a correction printed in the Advertiser for the Waste
Management collection misprint. The schedule did not change the new
holiday schedule for 2008 is available.
NEW BUSINESS: Bob Cook at this time went over the recommendation and approval from the zoning board in regards to the rezoning of Derrick Fells property and Frank Franzels property. He also made some comments concerning both of these properties so that the board and residents were aware of the situations. At this time Steele motioned that we rezone Derrick Fells property, along with the parcels approximately south of this said property to Shay Lake Road, from wetland conservation to medium residential, Mocniak seconded. Motion carried with a roll call vote to follow: Steele – Yes, Mocniak – Yes, Kilmer – Yes, Phillips – Yes, and Cook – Yes.
Be it resolved that Derrick Fells property #005-012-000-0890-01, along with the parcels approximately south of this said property to Shay Lake Road, will be rezoned to R-2 Medium Density Residential per board roll call vote approval.
The discussion then was directed to the rezoning of Frank Franzels property from R-3 high density residential to agricultural conservation. At this time Steele motioned that we rezone this property and Mocniak seconded. Motion carried with a roll call vote to follow: Steele – Yes, Mocniak – Yes, Kilmer – Yes, Phillips – Yes, and Cook – Yes.
Be it resolved that Frank Franzels property #79-005-031-000-1250-00 will be rezoned to Agricultural Conservation per board roll call vote approval.
With all issues taken care of Steele motioned for adjournment at 8:40p.m., Mocniak seconded.
