Proposed Regular Meeting Minutes
December 1, 2008

Meeting was called to order at 7:35 p.m. with the pledge to the flag. Members Bob Cook, Stacy Phillips, Eleanor Kilmer, Bob Steele and Mike Mocniak were all present.

Minutes from the November 3, 2008 meeting was motioned for approval by Steele and seconded by Mocniak. Motion carried minutes were approved.

Public Comment: Don Mclane thanked everyone for his 16 years on the Board of County Commissioners, and then commented about the County Report. Bob Cook thanked him in return for his years of serving as a Commissioner and the work he performed.
Doug Graham also made a comment about Snover Road and it is better to travel on now that it has frozen over some. They also did get a culvert in one of his driveway’s which helped.

Planning Commission: Doug Graham reported that the next meeting is on the 15th of December, and the only thing on the agenda is to set up a budget for the planning commission and an end of the year report. There has not been any new information in regards to the campground on M-46. Bob and Doug both commented that they will give Shawn Hughes a call to see what his plans are with the campground and if he plans on pursuing this project any farther. If nothing new comes in he (Shawn Hughes) will have to wait another year and start this entire project over from the beginning.

Zoning Administrator: There were three (3) land divisions for Frank Franzel that had been pending. The Mayville Museum is buying a portion of his property, (the old medical building on M-24) to attach to their existing property. If they did not combine the property the division would not have been able to happen.
There also is one new member on the blight committee, which now makes this a seven (7) member committee. Dave Pape has volunteered to help with this task.

Cemetery: Eleanor had some calls about the cemeteries, but there were no burials. She also was approached about a new bid from the Township for the 2 acres, which we wanted to purchase for West Dayton Cemetery. The Townships last bid was for $13,000 for the two acres, and Mocniak motioned that the Township offer this same bid, $13,000.00 for the two acres, seconded by Steele. Motion carried Eleanor will call the Fritz family and present this same offer.

Trustee: Mike had read in the MTA magazine that the Board of Review members need to be appointed and sworn in by the 10th of January. He wanted to make sure the Township board was aware, so that Bob could talk to the existing BOR members to see if they are interested in remaining on this board. The BOR could possibly be in need of one new member.

Supervisor: Bob commented about Landmark Appraisal, that they were going to get the permits from the County and from himself to update the cards. This would be happening in a week or two. Bob also has been turning in a monthly report with the State updating them on the progress of this reappraisal project.

Treasurer: Eleanor had been without power for the entire day, so she was unable to give a report. She did comment that the taxes had gone out and they were due and payable by March.

Clerk: There are invoices to be paid in the amount of $22,017.37 check #5497 - #5520. Steele motioned to pay these invoices, seconded by Mocniak. Motion carried bills will be paid.
Stacy then read the letter from Landmark Appraisal, which stated that all field work and data entry is complete and the valuation is almost completed. The final review is scheduled for the first part of December and the project should be completed by the middle of December.
The letter from Burnham and Flower in regards to the Township Bonds was then read. This letter had stated that the Township Board members: Treasurer, Deputy Treasurer, Clerk, Deputy Clerk, and Supervisor were all included in the package, and had been listed with the standard limits.
The canvass of votes cast at the November election were then read with the only contested race stated as follows: Supervisor race Robert Cook with 509, and Robert Adams with 451. The Township Board with the Seal of the County of Tuscola is as follows: Robert Cook, Supervisor – Stacy Phillips, Clerk – Eleanor Kilmer, Treasurer – Robert Steele, and Mike Mocniak, Trustees. These are four year terms commencing November 20, 2008 to November 20, 2012.

New Business: The Board then discussed what to do with the propane company because the furnace was left on from the prior meeting and the tank was empty. Eleanor had called Ferrell Gas to come and refill the tank, the price she was quoted was $2.99 a gallon. With a brief discussion it was motioned by Steele and seconded by Mocniak to have Eleanor call Ferrell Gas to remove their tank and cancel the order. Bob will check into other means of supplying gas to the hall, whether the Township will buy their own tank or not, and find a new company to deliver propane.
Bob then presented the board with the quotes that he had received for the well drilling and installation of the well. The first proposal was from Frank Franzel at a price of $7,490 and the second was from Gary Kitchen at a price of $6,500. At this time Steele motioned that the Township accept Gary Kitchens proposal for $6,500, seconded by Mocniak. Motion carried Gary Kitchen will get the job of drilling the Township well. The well has to be 75 feet from the cemetery and septic, so it will be located on the north side of the parking lot.

At this time it was motioned for adjournment at 8:30 p.m.
