Proposed Regular Meeting Minutes
August 3, 2009

Meeting was called to order at 7:30 p.m. with the pledge to the flag. Members Bob Cook, Stacy Phillips, Eleanor Kilmer, Bob Steele and Mike Mocniak were all present. Minutes from the July 6, 2009 meeting were motioned for approval by Mocniak, seconded by Steele. Motion carried.

Public Comment: There were a few questions about taxes and how many were collected and in what amount. Doug Graham questioned when Snover Rd. would get the ditches. Bob commented that the ditches and pit run would be done on the 11th. There were numerous other comments and concerns in regards to the roads and the roadside mowing.

Planning Commission: The next meeting is on Monday the 17th of August at 7:30 p.m.At this time there is nothing new on the agenda.

Zoning Administrator: Bob had issued one (1) permit for a deck.

Cemetery: There were spaces sold, and Eleanor has had many different calls about lots and headstones. A resident also wanted to thank Bob Hunter for removing the tree at West Dayton.

Trustees: Mike wanted residents to be aware and alert of the break-ins in the community.

Blight Committee: They have finished there part of the blight ordinance and it will be turned over to the planning commission for there approval and then to the regular board and lawyer. This will all have to be performed before it can take affect. Rick wanted the board and residents to know that the blight definition, violation, and the entire breakdown are all together and easily accessible. Rick also wanted to “thank” the committee and residents whom took part in this project.

Supervisor: Kyle Middleton from the Fowler Center requested to have a road sign installed on Harmon Lake Rd. to deter motorist from driving too fast. The camp has 3,000 campers annual, along with many other functions going on at any given time. They also own both sides of the road and campers travel from one side to the other during the day. Due to the fact that these campers are handicap the need for road signs, Kyle stresses are very important, for the campers safety.
Bob then explained to Kyle the procedure that happens when a resident request road signs and the fee involved from the county to purchase and install a sign. After some more discussion Mocniak motioned to support whatever road sign that Kyle and the county determined would satisfy this situation, seconded by Steele. Motion carried, Kyle will go to the County Road Commission and determine what sign to purchase.

Treasurer: There is an income of $5,530.00 and expenses of $20,764.21. The amount in the checking is $11,145.41; money market is $97,394.54, face value of the CD’s is $264,093.85, with a total on hand of $372,633.80.
Eleanor reported that the taxes are coming in with around 400 paid.

Clerk: There are invoices to be paid #5700 - #5718 in the amount of $19,615.54 mostly due to garbage, insurance premium, and wages. Steele motioned to pay these said invoices, seconded by Mocniak. Motion carried.
Stacy then mentioned the upcoming fall regional meeting of the MTA. Eleanor would possibly like to attend; she will get back with Stacy.

Unfinished Business: Mocniak mentioned the email that was received from Stacy in regards to Bob Steele’s position on both the Township Board and the Bank Board. Stacy had emailed the MTA to determine if this in fact was a conflict of interest for Bob Steele to remain on both boards, and the MTA replied that this was not, as long as he disclosed his positions and abstained from any decisions.
Mocniak also mentioned the MTA’s response to having all the Townships money in one bank and they suggested moving some because only $250,000 is insured, and they also wrote that the treasurers’ name should be the only name on CD’s. Stacy will email the MTA again and explain what the bank told Eleanor about putting more than one name on the CD’s, to determine if we should make any changes.

At this time Steele motioned for adjournment at 8:00 p.m.
