Proposed Regular Meeting Minutes
August 4, 2008
Meeting was called to order at 7:30 p.m. with the pledge to the flag. Members Bob Cook, Stacy Phillips, Eleanor Kilmer, Bob Steele, and Mike Mocniak were present.

Minutes from July 7, 2008 were motion for approval by Steele and seconded by Mocniak. Motion carried minutes were approved.

COUNTY COMMISSIONER: Don Mclane was present to ask the residents to go vote on August 5,2008, but he did not have anything new to report on the county level.

PLANNING COMMISSION: Doug Graham did not have a report at this time. The next meeting will be on the 18th of August and they have not heard anything new from the construction of the campground.

ZONING ADMINISTRATOR: Bob had issued two permits for the month an addition and garage. He also had a land division for Gilmore's farm.

CEMETERY: There have not been any burials for the month, but she has had numerous questions about plots and locating some family members. There also have been some concerns with the trees and-their roots growing up in the_foundations at the West Dayton Cemetery

TRUSTEE: Mike made a comment about how good the building looked with the new paint job.

PUBLIC COMMENT: Richard Horsch wanted to compliment the workers on the great job they had done with scraping the hall and the new paint job.

Ralph Mock questioned the building permit that was issued to the homeowner (Rasnick) on Plain Rd. that haled in the modular. He had checked into this matter also, and he was told that it was illegal to give this gentleman a permit for that modular. Bob had explained that this was a plot since the 70's and even though it was a non-conforming plot it is still build able. Since the plot was build able in the 70's and then was sold and they could build on it today with the set backs and enough room for the septic and well, then it has to be grandfathered in. Ralph had then asked if the board agreed, and at this time Eleanor said she did agree because she knew that it was build able in the 70's and there is enough room to be in compliance with the zoning of the Township today.
RJ Gilmore wanted to make a complaint about not being able to reach Bob Cook and wanted to know why his number is the one in the phone book for the Township. We do not have any control over the phone book that number was not put in by the Township, and if you want to reach Bob Cook his number is 989-553-0107.

Bob Hunter made a comment again about the scraping and painting of the hall and how. well the inmates did the job. Most ofthese men that had worked were on the work crew from the county jail. Bob had said that they worked very hard and everyone was very pleased with the job that they performed. Bob Cook had said that there will be something printed up in the paper.

SUPERVISOR: Bob, John Harp, and Bob Steele had a meeting at the Tuscola County Road Commission and they had discussed the options for funding with the Snover Rd. project. And they at the TCRC had reassured them that they qualify for the $25,000
allowance for this year and if the mileage passes they will qualify for the remainder of the years. They also had said that they are going to use $50,000 for each mile of Snover Rd., but with the $25,000 allowance our pay will be the remainder. Bob then had said this project with the allowance did not cost as much as expected. The first year the plan is to do the ditches and driveway culverts.

TREASURER: There is an income of$6,912.00 with the S08 tax collection fee, expenses $44,373.53 mostly from roads, fire contract, garbage and wages. There is $10,780.05 in checking and $194,542.15 in the money market, combined total of $205,322.20. The CD's total $314,093.85 with an on hand total of $519,416.05.
The break down of the CD's are: building procurement $20,577.19, land $43,516.66 and Township general $250,000 with the total of $314,093.85.
With some discussion from the board and floor Mocniak at this time motioned that with the two CD's that have reached maturity that Eleanor look around for another financial institution to ge5t a better rate on CD's (one year rate and stagger"them) with the existing--money from these CD's, seconded by Phillips. Motion carried Eleanor will shop around for a good interest rate for CD's and transfer this money.

CLERK: There are invoices to be paid in the amount of$19,953.42 check #5396 thru #5416. Mocniak motioned to pay these said invoices and seconded by Steele. Motion carried invoices will be paid.
There was a public notice received from the DEQ for the removal of an existing culvert at Brown Road crossing Squaw Creek and replacing it with a new one.

NEW BUSINESS: Mike commented that he would like to look into the possibility of putting in a well and septic and fixing up the inside of the hall with new windows. He would start by checking into new windows and would get a price and bring it back to the board.

At this time Steele motioned for adjournment, seconded by Mocniak.
