Proposed Regular Meeting Minutes
April 4, 2011
Meeting was called to order at 7:30 p.m. with the pledge to the flag. Members Bob Cook, Stacy Phillips, Eleanor Kilmer, Bob Steele and Mike Mocniak were present.
Minutes from the March 7th, meeting were motioned for approval by Steele and seconded by Mocniak. Motion carried with 5 yes.
Minutes from the March 7th, budget workshop meeting were motioned for approval by Kilmer, and seconded by Steele. Motion carried with 5 yes.
Minutes from the March 26th, budget public hearing were motioned for approval by Steele and seconded by Mocniak. Motion carried with 5 yes.
Public Comment: Bob wanted to correct his comment that was made at the budget meeting in regards to the fee for chloride. He quoted the wrong price and he wanted the residents and board to know that the fee for chloride is actually half of what he quoted.
County Commissioner: Bob had spoken to Tom Bardwell (County Commissioner Chairperson) in regards to the Medical Marijuana distribution centers and the fact that the county commissioners are not passing an ordinance. Tom’s suggestion was that each township passes their own ordinance in regards to these distribution centers. He also suggested that the townships could pass a moratorium, which is good for 180 days, until they could put wording together and speak with their lawyers for an ordinance.
Planning Commission: In the absence of Doug Graham, Bob had mentioned that their meeting is on the 18th of April at 7:30 p.m.
Zoning Administrator: He issued one permit for a pole barn and also had issued a permit for the Adult Foster Care Home last month.
Blight Enforcement Officer: Bob had issued a demolition permit for a resident that owns property in the Shay Lake area. He also had been working with another resident to clean up his home and property, which Bob commented that they had finally came to an agreement to get this taken care of.
Cemetery: No burials
Trustee: Mike had commented that he would like Eleanor to turn in an expense reimbursement form quarterly versus yearly.
Supervisor: The Board of Review went well, all days. Bob then commented on different prices for road work which would include the crushed gravel for Snover Rd. and the fee for asphalt for Treasurer Rd. from Mayville Rd. to Snover Rd. he had mentioned that the county road commission gave him a quote with the prices remaining the same from 2008. The township would have to spend $50,000 in order for us to get our $25,000 allowance. The fee to asphalt Treasurer Rd. would cost the township $60,000+.
Bob then mentioned that the Burning Bill did not pass because Governor Granholm did not sign it while she was in office.
Treasurer: There was an income of $1,590.49 since the fiscal year end report that was submitted in March and was recorded in the minutes from the budget public hearing.
Clerk: There are invoices to be paid with the Auto EFT and check #6149 - #6167 in the amount of $19,315.16 due to garbage, wages, utilities, and etc. Steele motioned to pay these invoices, seconded by Mocniak. Motion carried with 5 yes.
Stacy then had mentioned some upcoming meetings and other information. Bob would be attending the MDOT meeting in Cass City on the 15th of April.
New Business: The board then discussed the medical marijuana moratorium that we would need to pass allowing us time to speak with the attorney to put together an ordinance in regards to these distribution centers. At this time the Township Board proposes that there be a moratorium on the marijuana dispensaries in Dayton Township for 180 days from today’s date, Mocniak motioned for the approval of the moratoria, seconded by Steele. Motion carried with a roll call vote to follow: Steele – Yes, Mocniak – Yes, Kilmer – Yes, Phillips – Yes, Cook – Yes.
With no other discussion the meeting was motioned for adjournment at 8:30 p.m.
